Not surprisingly these days, the
so called lawmakers and the committees formed by the association of these-
thought to be intellectuals and true representatives of people sharing common
interest under the present democratic framework- decide upon the political
appointments and upon their will, quite easily and frequently one may say,
dismiss or recall people on national duties. These positions are so sensitive
that the deeds of these lawmakers can easily ruin the image of our country at
this point of political transformation. When practicing such a phenomenon,
these lawmakers, also considered fate-makers by some, should at least think
wisely on part of the person on a national duty. Our lawmakers have already made
a mess of the civil servants, point to be noted, here is a request not to go
international, for God’s sake….

All right, forget about the person since it is
a political appointment, quota system has become common, these innocent
lawmakers should have a little respect towards the position as vital as an
Ambassador representing your country in foreign soil. There should be some
concrete guidelines and law concerning the appointment and dismissal of such
positions which are a matter of national pride. Not every Tom, Dick and Harry
should be allowed to blame and question the integrity of a person holding such
a position unless proven guilty. This freedom, which is not at all necessary,
of publicly blaming envoys and diplomats would lead to an unhealthy practice
which would eventually affect the Nepalese in that country, in India in the
present context. These people residing temporarily inIndia for any
reason for instance studies, job, medical treatment or any other business are
the target group of some non-sense questions, jokes and also insult in some
cases. No offences to the people ofIndia since some characters are
found everywhere. But how many times would you lie to your foreign friends and
try to convince them? Enough is enough. There should be some tight protocol for
these lawmakers as well.

Had these lawmakers- often
perceived to be kingmakers by some- have even the slightest knowledge about the
subject matter under consideration, they would not have passed such comments
and acted in such a manner. Who says you cannot hold honorary positions in
different organizations? If it were the case, why had the house given its
consent to send Rukma Shumsher Rana toIndia in the first place? He must
be holding this honorary position in DaburNepal ,
which does not require any role in the day-to-day functioning of the company,
before he was sent toNew Delhi as Nepal ’s
Ambassador. The case of DaburNepal
for allegedly printing false manufacturing date is now in the safe hands of
Commission for Investigation of Abuse of Authority (CIAA). Let us allow CIAA to
do its job. So, is it really necessary to recall Rana only because he holds 2.5
per cent share in DaburNepal ?
I don’t think it is necessary. To the best of my knowledge, this must not be
the first case wherein people are given different positions in different
organizations due to special relation or respect they deserve. Oh, may be our
lawmakers were not aware of the fact that Rana was holding this position before
he was appointed Nepalese Ambassador toIndia . We, the general public of
Nepal, expect a little more from our lawmakers and suggest them, though we
cannot insist, to have some general knowledge about the heads of some
institutions of national importance like the Chairman of Nepal Olympic Committee.
The IQ level is not at all questioned.

One should not only think twice
but a number of times, I believe, before trading on such issues and positions
as important as an Ambassador representing the entire nation in another
country. That is why they are given the title of “His/Her Excellency”. Instead
of supporting and motivating them, we tend to upset them making a mockery of
their service. The MoFA should take this matter seriously since appointing and
recalling envoys quite frequently dilutes the reputation of the country.

Amidst all these happenings and
blame games, how can a diplomat give his best?....But, a big but, we are also
expecting out of those lawmakers who are responsible for making our system so
fragile and futile, who have pushed our economy a decade backward, who have
from time and again shattered the hearts of several millions of Nepalese.
Lawmakers!....people are still waiting for getting ruled, asking you to draft a
constitution, begging you to unite for a cause and establishing peace and
political stability so that they could be governed again and again.
